Time incorrect on Dual boot Ubuntu Linux and Windows

I have my computer set up so that it dual boots via grub.  1 SATA HD is Ubuntu Linux and 1 is Windows Vista.  One pain that I had was when I switched between the two my clock was constant off.  I would boot into linux set it to the correct time, then when I would boot into windows that one would be wrong.  It was easy to reset them every time I booted but it was a pain to have to do so.

Well I finally figured out how to fix it.

in Ubunutu go to /etc/default and edit rcS (you will have to be root to do so)

Change the line saying UTC=yes to say UTC=no.

Now the time should be correct on both systems.
